There are no limitations on your previous studies speciality.
The application fee is 100 EUR (non-refundable). The application fee is required to facilitate the admissions process and will not be refunded, regardless of the admission result. The application will be reviewed and receive feedback only after the university has received the application fee. Applicants who have completed previous study level in Estonia or have Estonian or Ukrainian citizenship are exempted from the application fee.

The written assignment will be online, information will be sent to applicants to the email address indicated by the applicant. The applicant has to fill in the written answers to the questions within a given time frame. The written part of the admission test consists of open questions. The written test is in the field of environmental sciences, global environmental problems and climate change. The admission test measures the candidate's written and oral skills, and knowledge in the environmental sciences and adaption to climate change.
In order to qualify for the oral part, the candidate must score at least 60% in the written part.

The oral part is conducted as an interview (usually over video call platform BigBlueButton). NB! Please have your passport at hand during the interview. The time of the interview will be arranged individually by e-mail. During the interview, additional questions about the written test will be asked as well as general questions about applicants' academic goals and motivation.
In total is possible to collect 10 admission points: 5 points for the test and 5 points for the interview. Evaluation results of the test together with interview results will be used to rank applicants. Applicants are admitted on the basis of the ranking list. The results are rounded to the first decimal place.
Applicants graduating in spring/summer 2025 and having their diplomas issued later than application deadline (in July, for example) should send their most recent official Transcript of Records by the indicated deadline, along with the rest of the required documents. If the applicant should be accepted to our university, then the acceptance is conditional, until we receive an official copy of the diploma and final transcript of records.

The university has the right to send candidates’ educational documents to the Estonian ENIC/NARIC Centre for evaluation. The function of candidates’ previous qualification(s) (formal access to further study) will be evaluated. The procedure may take up to 30 days starting from the day that candidates’ paper documents arrive at the university. The evaluation decision is made available to the candidate in the online application system DreamApply. The decision will include a short explanation based on an analysis of the educational system of the country the diploma has been issued in. In the case the evaluation result is negative, the candidate's application will be rejected. If not satisfied with the result of the evaluation, the candidate has the right to appeal the decision. In order to appeal the decision, the applicant shall send a written reasoned appeal along with additional documents to the e-mail address [email protected]. The appeal has to be submitted within 7 days starting from the date the decision was uploaded to DreamApply.
The Estonian University of Life Sciences has made every effort to maintain tuition fees at the lowest level possible. However, tuition fees may have to be modified periodically.
In 2025/2026, the tuition fee for Environmental Governance and Adaptation to Climate Change studies is 5200 EUR per year. This sum covers the cost of courses at the EMU and does not include room and board. The deadlines for payment of the fees for the autumn and spring term are October 15 and March 1 respectively. Students must meet all financial obligations each semester. Students with delinquent accounts may not be permitted to enroll in a succeeding semester or to graduate.
There are 5 targeted scholarships for candidates with Estonian citizenship; 1 for candidate with EU citizenship and 2 for candidates with Ukrainian citizenship.
