Environ­mental Governance and Adaptation to Climate Change

The programme includes close cooperation with the University of Tartu. Unique joint diploma from two outstanding universities will be given to the graduates. This two-year Master’s program offers an in-depth journey through the essential science, policy, and practical skills required to manage, protect, and restore our environment while addressing climate change on both local and global scales. Core courses delve into critical scientific topics, such as climate dynamics, greenhouse gas emissions, pollution in air, water, and soil, ecosystem services, and sustainable biotechnology and waste management. The program also emphasizes policy, presenting a comprehensive look at environmental governance, from European and international climate policymaking to regulations in agriculture, forestry, water management, energy, and more. In addition, students explore modern approaches like citizen science, the development of urban green spaces, and the bioeconomy, equipping them to make a real impact on the world’s most pressing environmental challenges.

Master of Science (MSc) in Environmental Governance and Adaptation to Climate Change

What and how will you learn? 

In what areas will you gain in-depth knowledge?  

  • You will get the lay of the land covering a wide range of environmental and climatic areas, such as weather science; carbon cycle; biodiversity; circular economy, ecotechnology, among others. 

 

What will you learn?  

  • You will get the knowledge and skills essential to succeed in environment and climate careers in public and private sectors, or within academia. Courses offered to prepare students as future professionals and leaders include Pollutants in environment and ecotoxicology; Environmental management and policy; Atmospheric and climate sciences; Energy flow and material cycles; Wastewater and sludge treatment technologies; Mineral resources of future and mining technologies; Geospatial analysis with Python and R; Introduction to programming, among many others.
  • As a Master-level student, you can successfully complete your mandatory and elective courses during the first three of all four semesters. You can reserve your fourth and very last semester for your thesis, in which you go deep into your research topic guided by your supervisor at any, or both, of the two universities.

How will you gain practical experience? 

  • The degree program includes fully practical courses such as Practical Course in Environmental Biotechnology and Ecotechnology; Practical Training in Environmental Monitoring and Sampling; Practical Training in Ecological Engineering; and Estonian Nature and Cultural Landscapes. These courses are designed for participants to get hands-on experience in different departments in the field of environment. Generally, that involves lab work or field work or both. In the end, participants write an academic report, as guided by the course instructor, and may also present in front of class. Participants get to scientifically monitor, collect empirical evidence (like soil and water samples) and report their findings. Be it identifying tree species, measuring tree heights/age and vegetation sampling in a forest, or root analysis and DNA testing inside a lab. Special emphasis is placed on developing report-writing and public-speaking skills among participants.
  • Courses like Wastewater Treatment and Solid Waste Management, which mostly demand on-desk learning inside and outside class, also include field trips built in into their respective course plan. Students get to visit Tartu’s sewage treatment and recycling facilities as part of their studies to get a real feel of how things are managed in the real world.

Meet our students: Helena & Lily

Helena (Estonia/astronomy background) and Lily (USA/geoscience) came to the ENGO Master’s programme from very different paths — but found a shared interest in tackling real-world environmental challenges.

What surprised them most was the programme’s balance between science and policy, combined with social and political perspectives.
“It adds a lot of depth,” Helena explains.

Beyond the classroom, ENGO offers hands-on experience through field trips, site visits, and applied projects.
“You actually get to see how things work in practice,” Lily says.

Studying across two universities and in a small, international group has also been a key part of their experience — offering both flexibility and a close-knit learning environment.

Meet our graduate: Uzair Aftab

Uzair Aftab transitioned into the environmental field after more than 14 years in financial journalism and operational management — bringing a unique perspective to the ENGO Master’s programme.

What drew him in was the programme’s strong balance between academic quality and practical value, as well as its close connection to international research and EU projects.
“It offered a great return on my investment, both in terms of time and cost,” Uzair explains.

ENGO stood out for its hands-on approach, offering real-world insights through field trips, site visits, and research activities — from wastewater treatment plants in Estonia to environmental monitoring in the Arctic.

Today, Uzair works at the Estonian University of Life Sciences, where he combines his previous experience with environmental expertise — helping translate complex research into accessible content and supporting projects and outreach.

Future Prospects 

Opportunities for further education  

  • Pursuing a PhD or another Master’s degree is a possibility way to keep doing what you love in environmental studies. This could be more on the policy front, or even on the more technical natural sciences side. Because by the end of the ENGO program, you would have had the sense of where your heart lies, you can choose your path forward.   • Even while doing Master’s in ENGO, students can opt to spend a full semester or a couple of weeks in a partner European university. It is a competitive process. Criteria includes academic track record and application quality. Long-term or short-term mobility are indeed quite popular among students. Funding support is provided through ERASMUS, an EU-funded process to encourage well-rounded learning.

Opportunities for future work  

ENGO is a relatively new degree program, which launched in 2021. Our one batch that passed in 2023 includes alumni working in both technical and non-technical fields, such as energy production, ESG/sustainability consultancy, communications, environmental development sector, etc.

Meet our student: Helen Lepisk

Helen Lepisk found that adapting to English-taught studies was easier than expected, with the learning process becoming natural already after the first semester.

One of the key strengths of the ENGO programme for her is the collaboration between the Estonian University of Life Sciences and the University of Tartu, offering a broader range of courses, perspectives, and expertise.

Alongside her studies, Helen works in a laboratory and focuses on her Master’s thesis on biogas, connecting her academic work with future-oriented research in sustainable energy.
“You learn to look at environmental issues not only through data, but also through the perspective of people and communities,” she says.

For Helen, ENGO is more than a degree — it is a platform for developing skills, shaping interests, and preparing for a future in environmental governance and climate change adaptation.

Kalev Sepp, PhD, Curriculum Manager at the Estonian University of Life Science, Head of Chair of Environmental Protection and Landscape Management, professor in environmental protection.  

Kalev Sepp lectures on nature conservation, landscape ecology, ecosystem goods and services, ecological restorations and environmental management. His research and publications focus on evaluating the human impact to agricultural landscapes, mapping ecosystem services, management of protected areas, methodological approaches for landscape and biodiversity monitoring, applying the concept of ecological networks in planning Kalev Sepp is a member of several nature conservation expert committees. He was a Vice-President an elected Councillor (2004−2012) of the International Union for Nature Conservation (IUCN). He is a member of the EU Horizon Europe Programme Committee for Environment (including climate change).

Margit Kõiv-Vainik, PhD, Curriculum Manager for the Environmental Governance and Adaptation to Climate Change in the University of Tartu and Associate Professor in Environmental Technology, in the Institute of Ecology and Earth Sciences, Faculty of Science and Technology, University of Tartu. 

Margit Kõiv-Vainik teaches courses related to nature-based solutions, blue-green infrastructures, and ecological engineering (eco-technology), and environmental monitoring and sampling. She is conducting process-based research to develop and enhance nature-based solutions like blue-green infrastructures (treatment wetlands and sustainable urban stormwater solutions among them) for removal of highly problematic contaminants from polluted waters such as from urban stormwater and diffuse agricultural and forest runoff, landfill leachate, municipal and aquaculture wastewater and greywater. Piia Post, PhD, Professor of Climate Science and Head of Laboratory in the Centre for Climate Research in the University of Tartu.  

  Post is involved in two very important projects for Estonia on future climate adaptationlink opens in new page. She is in charge of the multidisciplinary project "Climate Awareness from  School to Society: empowering children, youth and teachers to reduce the impacts of climate change"link opens in new page and is leading the preparation of new climate projections for Estonia within the project “Implementation of national climate change adaptation activities in Estonia”. Piia Post is the chair of council of the Estonian Meteorological Societylink opens in new page and president of the Estonian Committee of Geophysics, through which she represents Estonia in several international scientific organisations. Ülo Mander, PhD, Head of Chair and Professor of Physical Geography and Landscape Ecology for the Chair of Physical Geography and Landscape Ecology in the University of Tartu. Also a member of Estonian Academy of Science on Global Change. Ülo Mander spearheads various wetland monitoring and restoration projects in and outside Estonia. The Estonian University of Life Sciences has made every effort to maintain tuition fees at the lowest level possible. However, tuition fees may have to be modified periodically.

In 2026/2027, the tuition fee for Environmental Governance and Adaptation to Climate Change studies is 5600 EUR per year. This sum covers the cost of courses at the EMU and does not include room and board. The deadlines for payment of the fees for the autumn and spring term are October 15 and March 1 respectively. Students must meet all financial obligations each semester. Students with delinquent accounts may not be permitted to enroll in a succeeding semester or to graduate.

 

There are 5 targeted scholarships for candidates with Estonian citizenship; 1 for candidate with EU citizenship and 2 for candidates with Ukrainian citizenship.

Learning environment  

  • Each of our classrooms has its own studio equipped with large tables for studio working and also computer lab facilities. There is also a kitchen, a social area and a seminar room with a library for students available anytime throughout the day.

  • You will learn how to plan and design complex landscape projects in sensitive locations ranging from urban to rural. You will be planning and designing various types of spaces for people - at different scales and in detail. You will soon possess the relevant theories and research evidence providing support for practical landscape design solutions. We also want you to be applying advanced graphical techniques for presenting design works. You will get to know how to prepare and conduct a piece of original research, how to conserve, restore and protect natural and cultural landscapes. You will familiarize yourself with territorial planning and impact assessment of development projects. Finally, you will have knowledge about being a professional and running a business.

Meet our student: Zahra Dehdar

Zahra Dehdar, originally from Iran, came to the Landscape Architecture Master’s programme after completing a degree in Architectural Engineering and gaining several years of professional experience — looking to explore open space design from a new perspective.

What drew her to Estonia was its rich natural environment, as well as the opportunity to study in an international academic setting.
“It feels like the ideal place to study landscape architecture,” Zahra explains.

The programme offers a strong balance between theory and practice, combining design projects, academic learning, and real-world experience through internships.
“For me, it is a good balance between theory and practice,” she says.

Today, Zahra is developing her skills through both studies and practical work, while gaining new perspectives from studying in an international group and experiencing everyday life in Tartu.

Meet our student: Caroline Mary Sarikoski

Caroline Mary Sarikoski, originally from the UK and now based in Finland, brings a unique mix of academic and hands-on experience to the Landscape Architecture Master’s programme — combining her studies with seasonal professional work across two countries.

What drew her to Estonia was the opportunity to study in English in an international environment, with lecturers from different countries and diverse perspectives shaping the learning experience.
“That creates a really interesting and diverse learning environment,” Caroline explains.

The programme stands out for its personalised approach, allowing students to build on their individual strengths through project-based work, additional courses, and close guidance from lecturers.
“The programme allows you to develop in the areas where you need it most,” she says.

Today, Caroline is focused on developing her portfolio and gaining practical experience, combining design skills with real-world knowledge of how landscapes grow and function over time. 

Life at the Chair of Landscape Architecture

How will you gain practical experience? 

  • Over half of the teaching and learning takes place in studios where practical planning and design work takes place, either in groups of students or individually, with consultations from different tutors. Studio courses typically last for several weeks as a concentrated block. The project course “Outdoor recreation planning and design” takes an extensive natural environment where there is potential to develop facilities and activities for the benefit of local residents and visitors. This is often a location under management by the state forest management centre (RMK) and we have briefing and feedback from staff working there. The course “Landscape design and construction” uses a real example of a project and develops it from an early stage into a complete project, with critique and feedback from several professionals. The individual master thesis can be another complete design project or a full individual research, depending on the preferences of the individual student and their future direction.
  • All studio projects are based on real life locations, often the subject of active planning projects of suggested by external organisations. These enable you to work in realistic conditions and to have the benefit of external stakeholders’ views and feedback on your work.
  • There are many field trips to examine different landscapes and to collect materials for the studio projects. These take place around Estonia, including forests and natural areas and different urban sites. They allow for the theoretical aspects to be demonstrated on site under real conditions and to collect data for use in the projects.
  • Practical training through internships with private or public offices is a mandatory feature for all students and this helps to ensure that the course teaching can be applied in real situations. Organisation who offers internships provide meaningful training and give feedback to you and the department on how successful the experience was.
  • There is a computer class with up-to-date versions of all programs you will need, free to use outside formal teaching times.

Chair professor Dr Simon Bell is the head of the department. He is British and has a long career in teaching, research, and practice. He has written a number of textbooks found in the libraries of many Landscape Architecture schools, including “Elements of Visual Deign in the Landscape” and he was lead editor of “Urban Blue Spaces: Planning and Design for Water, Health and People.” He teaches on several courses and supervises theses.

Jekaterina Balicka, MSc, is Latvian and teaches on the outdoor recreation planning and design course. She is interested in how people use various public and also abandoned spaces for health and wellbeing.

  • The primary opportunity for further education is to enrol in a PhD programme and to pursue your research interests. In your future career as practicing landscape architect, you are also welcome to use the additional training opportunities offered by us.

 

Opportunities for future work  

  • As graduate able to enter the landscape architect profession, it is possible to find work in private planning or project offices, municipalities, and state organisations in Estonia or abroad.
